I attend a small church as well, so I can understand the predicament. We decided to go by grade level rather than age so it keep the students in more "life applicable" stages. We have 6th-12th, but at one point(when we had more students) we had 6th-8th and 9th-12th. College is a very different time of life and they need something different. Typically that is when they are encouraged to become involved in Men's and Women's ministries in the church. If they are mature enough and you need help, you could allow them to sign up to be helpers with the youth, but from my experience it is better to at least have them break for a year so that the other students accept thier leaderhip role better.

I would start doing some type of small group time at the end of your night and let your college kids be the leaders. That way it will keep them plugged in and build relationship when the younger kids. I would make your ministry grade specific. 6th - 12th or 7th - 12th depending on what your local schools do.
