I would counsel him to finish high school, go to college to gain a marketable skill, go out into the job force, and if he still feels the pull to "preach," to do it.

A high school student is not mature enough to understand the pressures, hardships, and sacrifices that vocational ministry entail. Don't perpetrate the lie that he needs to jump into ministry right out of high school or go to a Bible college/seminary... what if 10 years down the road he realizes he's made a mistake and all he can do then is go flip hamburgers at Burger King?

To answer, I'd need to know what you mean by struggling. Is this a call he feels & affirms? Or is he resisting it?

Emphasize that the critical commitment is not "what" he's willing to be, but "whose." Settle that question - commit to following Christ wherever he leads - and the rest falls into place.

Emphasize that the future God has planned for each of us is better than any we imagine for ourselves. He loves us. He wants what's best for us. And he knows what's best for us. We can trust him with the future.

Beyond that, I'd look for ways to help him experience what it means to be a pastor, & to develop the gifts and graces for ministry. Let him shadow you. Involve him in planning. Give him responsibilities.

Spend some time shepherding him!

Tell him to make his calling and election sure, study to show himself approved and study the live sand ministries of Jonah, Paul and Steven... Then, if he is still convinced AFTER counting the cost - he MUST pursue.

If you have thought that he might have the gifts and talents then disciple him and make sure he is spiritually mature and Biblically literate. Help him to become a disciple maker.

If you just give him preaching opportunities without these other things you will hurt him and the kingdom of God. when you do begin to give him opportunities work with him in how to develop talks and lessons. Critique him with both positive and negative comments to help him develop his skill level.
