We do not do fundraisers. My budget is set, and I have money set aside for two things. Teen Camp & Our Youth Convention. I feel like those are the two most spiritual events in our youth calendar and I do EVERYTHING I can to make sure that a student goes and their cost is minimal. We also have some smaller events where I budget money to pay for Gas and such but those events are not high cost.

There is money in our budget for that but we still do fundraisers so as not to create a welfare mentality. We usually try to use the money make up the difference. We also here from parents who cannot afford things and we ask them "what can you do?" if they say nothing they get a full scholarship. We try to get them to invest something to show good faith and to help them make their student accountable to go.

At our church, we can definitely tell who needs help and who doesn't. We don't have a scholarship fund, but we do have people that will pay for a student to go somewhere. We got burned last year for our summer mission trip and that cost us about $500. This year, they sign an agreement. If they receive a scholarship, they must work at a fundraiser dinner. (our fundraiser dinners' proceeds go in the mission fund shhh). On top of this, they are obligated to repay what was given if they do not go. If they fail to do either and we can't get money back from the conferences, then they waive all future scholarship aid. I don't believe it's right for people to give graciously to have it thrown back in their faces.

I understand your concern. We have had issues where we helped families out and then the next week they come to church with a new iPod. We don't feel it is abused and we have to force some people to use it. But here are some tips.

. Put requirements on it
. Have the student work off the money either at church or helping a member or something. Not talking anything formal
. Talk to the parents before giving the scholarship to find out need, why they can't pay, etc. Maybe they can make payments.

I would think of it as you being a bank, don't be as harsh but try to protect the money for those who really need and want it.
