I don't know the history of your church, but there must have been a reason they cancelled all Wed. activities. Not knowing what that reason is makes me question the possibility of starting up a children's program. I personally think the church should have one, but it would be hard to start one up after they collectively agreed to cancel the one they had. So I would look at recruiting some different youth workers who did not have younger children. Maybe some young adults with no kids, or some empty nesters whose youth are now in college. I used to think the perfect youth workers were married couples in their late 20s but the more I do this thing the more I realize there are some amazing folks in all ages.

See if their is someone in the church that wouldn't mind watching them for the sake of the youth ministry. It's a need, not a want so I'd take it in front of the church and explain what's going on because most of the time people just look at something on paper and don't see the fallout that it's caused.

There are some pretty easy programs that churches can do for kids on weeknights. We are currently using Elevate from Creative Pastors. It gives variety with good instructions for the leaders. Something like this might be appealing enough for a volunteer to agree to do it and impactful enough for the church to resource it financially. For our preschool, we basically just broke down and agreed to pay a few people each week to provide childcare.
